Parliament passes new tax on fuel; Consumers to pay GH¢1 per every litre purchased

Ghana's Parliament has approved the Energy Sector Levy (Amendment) Bill, 2025, introducing a GH¢1 levy on each liter of gasoline purchased. This move aims to generate additional revenue to address the energy sector's financial challenges.

According to Finance Minister Dr. Cassiel Ato Forson, the energy sector's total indebtedness stands at $3.1 billion as of March 2025, with $3.7 billion needed to clear this debt and an additional $1.2 billion required for thermal power generation in 2025.

The passage of this bill is expected to generate GH¢5.7 billion in revenue annually. Dr. Forson assured that the impact of the new levy on ex-pump prices will be "absorbed by the gains made from the robust performance of the Ghana Cedi," meaning consumers won't experience a direct price hike.

However, the Minority opposed the bill, describing it as an "unnecessary burden on Ghanaians," and staged a walkout during the approval process.
